The relevant patch seems to be in master, it just doesn't seem to have
made it to 4.8.1. 

I personally wouldn't create either version, without the patch it is
just like 4.8.0 and will not work as an upgrade, with the patch it
doesn't match the 4.8.1 tarball.

I have asked why it didn't go in and will update further.
