For the record: I used that exact command when I performed the classic 
upgrade some time ago on debian jessie with samba 4.2, so definitely it 
has it.

$ sudo samba-tool domain passwordsettings set --complexity=off
[sudo] password for luca:
Password complexity deactivated!
All changes applied successfully!


$ LC_ALL=C dpkg -l samba
Desired=Unknown/Install/Remove/Purge/Hold
