[Samba] Manage Central Store to include Windows 10 and 7 admx files

Thanks for the comments from both.

I copied the Win 10 admx and adml files to the Central Store. I was able 
to open up the RSAT tools on a Win 7 device without issue. For some 
reason I could've sworn I had to use a Win 10 machine to manage GPO's 
that affect Win 10 devices. Sounds to me that isn't the case.
