[Samba] Manage Central Store to include Windows 10 and 7 admx files

I previously run a group policy central store on a Samba DC. Just copy
the files to the <domain>/Policies/PolicyDefinitions folder on the
Sysvol share using a Windows client. The file system ACLs are inherrited
- except you touched and broke them. ;-)
