[Samba] Failed to issue the StartTLS instruction - yet ldap ssl = no is set

ok, fair enough, we can all agree - routine can be lethal.
I think it might be a bug, code being rigid and not being 
bother with runtime config? Or some intricate smb.conf 
sorcery. Or me being dumb bum.
I with a bug report let distro vendor know.
