my god what are you talking about?

the telnet command is used for decades now to figure out if *whatever* 
TCP service accepts a connection and until that is not sucessful you 
don't need to consider looking at anything else than fix this problem

[harry at srv-rhsoft:~]$ telnet srv-rhsoft 445

Connected to srv-rhsoft.

[harry at srv-rhsoft:~]$ telnet srv-rhsoft 446
Trying 192.168.2.2...
