[Samba] force create mode not enforced on newly created files

Hello.

both of them have "obey pam restrictions = yes" on /etc/samba/smb.conf

4.3. with "obey pam restrictions = no" working as 4.1 with "obey pam restrictions = whatever"

seems 4.1 have problem with "obey pam restrictions" option.

somebody knows which commit fixes this issue?
