You do not need to use DHCP to have reverse DNS zone. This because first
step is to create the zone itself. Second step, for me, would be to add all
DCs into the reverse zone. As DC do not use DHCP, as DC are not too
numerous, you can add them into reverse zone manually.
You _do_ need DHCP to have reverse DNS on clients connecting to your AD.
This because clients are numerous.

Reverse zone could speed up things but not sure (at all) you can see the
gain.
