[Samba] do not allow users to login twice

This is a general windows problem and is not specific to Samba.

>From my quick searching, it seems that it is a problem that Microsoft
themselves provides no solution. There does seem to be several third party
solutions that provide this functionality but since I have never used any
of them I am not going to recommend anything.
