did you apply the changes?

the config file has a header saying clearly you need to issue "sysctl 
-p" after changes and in doubt restart services

oh no - the config file don't matter- you need to ask the OS what is 
really active and not what is in a random file - the maybe overrides in 
/etc/sysctl.d/ and so on!

sysctl net.ipv6.conf.all.accept_ra
sysctl net.ipv6.conf.all.autoconf
sysctl net.ipv6.conf.eth0.accept_ra
sysctl net.ipv6.conf.eth0.autoconf

why can't you just try the both and *reboot* the machine to be sure it 
comes up without *any* ipv6 configuration enabled and report if that 
changes something?

net.ipv6.conf.all.disable_ipv6=1
net.ipv6.conf.default.disable_ipv6=1
