[Samba] demote a DC and AD without ntp

Sure, you can run Samba AD without ntp. That's why it is flagged in the
documentation as "Note: NTP is optional, but highly recommended!"

You can't remove a DC from an AD, that isn't existing any more.

If you want to take the last DC offline, uninstall Samba.
