It's in drbd.conf.
Add, e.g.:
  handlers {
    split-brain "/usr/lib/drbd/notify-split-brain.sh steve";
      }
to send a message to your 'phone if you're not there, and:
net {
   allow-two-primaries;
   after-sb-0pri discard-zero-changes;
   after-sb-1pri discard-secondary;
   after-sb-2pri disconnect;
       }
to net{}, as above.
