A message from another user suggested I add the following to my smb.conf and it resolved my issue. Network browsing works across any subnet samba can see.

  remote announce = x.x.x.255
  remote browse sync = x.x.x.255

In my case my subnets are 10.100.0.0/22 so i used 10.100.3.255: 10.200.0.0/22 and 10.200.3.255

(I know the subnets are too large but I inherited it recently, and have some other major issues to fix first.)
