Yes, I know that the "!" negates this. :-)

I only wanted to say, that people maybe won't answer to such questions, 
because they don't know what 
"userAccountControl:1.2.840.113556.1.4.803:=2" means. At least I had to 
google, what a value of two means and why there's that number (1.2...) 
behind the attributes name, to make sure, that I have an account 
matching this filter rule, to see if this rule works correct.
