[Samba] Building WMIC

I downloaded source for samba-4.1.4 in hopes of testing the WMI functionality.

I added to source4/wscript_build:

bld.RECURSE('lib/wmi')

This results in a build error:

# make
WAF_MAKE=1 python ./buildtools/bin/waf build

Unknown dependency 'samba-config' in 'pywmi.objlist'

I messed around with the wmi wscript_build file but the best I could
do was get a compiler error about missing headers.

Should I expect this code to be buildable at all?
