We started work on a number of patches for this just before 4.1, but
didn't get very far.  This is a difficult area, because the 'strings'
being passed around are really not strings, but binary attributes.

We need to:
 - Have samba-tool dbcheck correct all the previous errors
 - Fix classicupgrade to correctly upgrade existing attributes
 - Correctly work with client tools setting this parameter directly
against Samba 4.x.
 - Write tests to ensure we keep this all working.

It's not trivial, but not impossible either.  Mostly it just got a bit
too complex just before Samba 4.1 and we didn't want to risk further
issues.
