This should work without any problem. But you gave very less 
information, what makes it difficult to help.

What are the messages in the Samba logs, when you hit this problem? If 
you don't see anything interesting at log level 1, increase it to 3.

On which platform do you use RSAT?

Does adding users or changing passwords via samba-tool works?
