[Samba] recycle only works for admin user

The vfs object recycle only works for my admin userid,
but for none of the normal users, not even if they have
full write permission and I list them in smb.conf as
'admin users'.

Do they need one of the "net rpc rights grant", or what
else is required to make recycle work?
