Depends on the file system they are using.  If they are using XFS, they
don't even have to enable ACL (it's already in there).  If using another 
file
system -- need make sure it allows and supports user acls.

If you need fine control from the linux side, ACL's are the most direct 
route.

Since the requirements of the original involve 3 separate groups of people,
there is no way in standard linux to support that security w/o ACL's. 

So enabling and using ACL's is the key to the whole thing -- but use
of ACL's isn't exactly a samba issue.  Learning to use the windows
ACL GUI and the linux cmd line 'chacl' or 'setfacl/getfacl' commands
would be necessary.

Including tutorials for their usage here is a bit more than I'm prepared
to do at this point...(if that was what you were looking for?)...
