[Samba] RPM building tools for Samba 4.0.4 on RHEL 6 published bye me on Github

I've updated  my SRPM work to samba-4.0,4 and relocated the github to
match. It's still ased on the Fedora rawhide edition, but it does
include the features to activate a full domain controller, and the
features to function on both modern Fedora releases (with systemd) and
older releases such as RHEL 6, which use SysV init scripts and need
updates of libldb, libtevent, and similar libraries (or need to use
the internal versions!).
