We include a pre-built copy in the tarball, and you can just put these
on your system with other manpages.

Or, to have it automatically installed, ensure you have the docbook xslt
pagckage, and the xsltproc package.

Finally, yes we should install from the pre-built copy if we don't find
them, but haven't implemented this yet.  Feel free to file a bug.
