When Samba4 will be patched up to the full cluster
integration that Samba3 right now has, then yes, this will
be possible. Although the concepts of Primary and Backup
Domain Controller are a lot less relevant in a full Active
Directory Domain. All domain controllers are equal for most
purposes.
