[Samba] Transferring PDC responsibility without LDAP

You can override the machine name in smb.conf.

So even tho the DNS name and IP address of the new machine is different 
than the old machine, the Windows/Samba name of the new machines would 
be that of the old machine.

But I haven't tried this myself.
