Odd that it doesn't work w/o eth0 in there.
Suggest changing to the IP address instead of using the interface name:

interfaces = 192.168.1.2, lo

Also, be sure to tune your "modprobe bonding" arguments for the type of 
service you want, example: "modprobe bonding miimon=100 mode=1".
