[Samba] PDC cannot become master browser; cannot change passwords

Samba is set up to use the OpenLDAP rootdn, so the ACLs should be 
bypassed.  The LDAP logs aren't showing any authentication errors.  To 
completely exhaust this avenue, I configured "access to * by * write". 
No dice.

Thanks for the suggestions, but are there any other ideas?
