I get the impression Publisher 2003 has some bugs with the way it saves 
things.

Here at the school I work for, we get students who have Publisher files 
corrupted when they hit their quota. No warnings from Publisher that it 
ran out of space, just a corrupted file.

And at another place I support, they had a file get corrupted simply by 
saving. No space issues at all. No copying... Simply saved, quit and it 
wouldn't open again half an hour later on the same PC.

Not that any of that helps this particular issue... I just wanted to say 
it may just be Publisher is dodgy.
