[Samba] when 3.0.24???

Why not 3.1 or 3.2 or 3.5? What purpose is served by the extra .0 in
every version spanning multiple years, and the additional letter-number
suffixes usually tacked on (e.g. 3.0.23c-1)? How about eliminating the
useless .0?
