Maybe we'd better try the iptables -L -v to verify the Loopback rule.  And as Anthony pointed out, I have no idea what QUEUE is doing, but that's where all your packets are going before reaching any other rule.. .(QUEUE might well in fact be the only filter being applied. whatever that does.)
