[Samba] guest access to samba shares from windows

I just upgraded to samba 3.0.21.  running on AIX 5.3 ml 3.   Guest
account no longer works for public access shares;   users are getting
prompted for a password.  This is only affecting users trying to access
shares from windows XP and windows 2000.
