[Samba] Config problems with profiles?

I have tried setting the ntconfig.pol file to 777  no joy
I have tried setting the ntconfig.pol file to username:users no joy
No matter what I get back Permission Denied, Error Opening File 
ntconfig.pol?


Any Ideas why ??
