What I'm unsure of is how you think this is different than in Windows?
In Windows, if you have modify (but not delete) permissions, you can
still empty the file of data. You are correct in assuming that this
doesn't really buy you much over being able to totally delete a file
from a directory, but the functionality itself is the same in Windows or
Linux/UNIX/BSD/whatever.
