Hmmm....this file hasn't changed since 3.0.10.

Wonder why it is failing with #ifdef HAVE_REGEX_H ?  That macro is not
defined anywhere.  We don't even test for regex.h anyways.  Can you check 
and see where HAVE_REGEX_H is defined.
