[Samba] Question on BDC secrets.tdb file

Such an entry may be created, but because there are no 'local' users on
a PDC or BDC (there are only domain users), there is no local domain of
the name 'backup' to give a SID to.  

As to why on some machines and not others:  This entry is often created
in the db before Samba is placed as a BDC or PDC.
