[Samba] exclusive locks on executables

Is there a way to allow a Windows executable on a Linux file system 
provided to Windows clients via samba to be locked in such a way that 
only one instance of the program may be run at a time?

If possible, I'd also like to prevent anyone from downloading their own 
copy and running it.  Have execute permissions but not read 
permissions?  Does that kind of permission map to Windows 2000 with NTFS?
