Of course all users are saying that they have _not_ opened
the file more than once. At least not from their point of view.
I'm sure that indeed the file is not opened by some other
user at the same time, I'm also convinced the users are
telling the truth (as far as they are able to know the truth),
but I can't say what's going on inside a single windows programm...
