You can do it from any NT4/2k/XP workstations, but not from 9x/Me.
You will need to download Servicepack 6a for NT4 from M$, and extract it
with servicepackfilename /x on any of the aforementioned workstation.
then copy poledit.* and *.adm files to a convenient location, and you
are ready to start playing with them.
