[Samba] Windows rejects name registration

Dear people of samba,

my problem seems to be a firewalled WinXP in our net.
Our Samba is the Debian testing (Samba 3.x).
It is configured to hold the browsing list and to
become master. The nmbd.log shows:

I think that the PRAEPLAB PC is firewalled, but i have no control over 
it. Is there any way, to become the local master against this PC?
Eventually staying local master by "brute force" or kicking the bad PC
of the net?
