1) 2.2.1a is very old at this time, you should upgrade to 3.0.4 or 3.0.5
2) There are various things you need to put in smb.conf to tell Samba you wish it to be a PDC (primary domain controller) otherwise it is not. There are some great docs around samba.org on this, as 
well as three new books on Samba 3 - two by John Terpstra and one by Rod Smith.
