Probably you're right here. But I have been close to proposing exactly that
change several times now. This has bitten me way too often.

With a backward-compatibility parameter I would be fine with that. The question
is whether to default to old or new behavior? If clearly described in the
WHATSNEW I would prefer to default to new behavior, otherwise we can never make
the change.
