[Samba] Win2000 does not update file date/time

Applications under Win 98 2nd Ed updated the modification date of all 
files accessed, in the normal way.

Upgraded to Win2000 professional.  Same Win applications now do not 
change the file times.  Not even touch has any effect.

RedHat Linux 6.2, Samba 2.0.6
