[Samba] Alpha3_23 --with-tdbsam

John,

The config.log file shows the invocation command line having
the --with-tdbsam
A search of the the file for the string "tdb" fails other than the
aforementioned line.

The config.h include file has the WITH_TBD_SAM #define in it.
yet the message from smbpasswd "tdbsam not compiled in!" indicates that the
define was not visible during the compile (source/passdb/pdb_tdb.c at end of
file).

Platform: Red Hat 8.0
