[Samba] no wins registering?

No errors obvious to me.  I don't see any failed file opens outside the
norm, etc.  I tried thte debug levels at 3,5 and 10, the last gave too
much to follow.

Any suggested tests I may run?  I tried standard smbclient probes which
obviously didn't yield a direct answer.  Also:

Version 2.2.3a-12.3 for Debian

Being a production server I can't just slap a new version on and light
it up unless we can explain how it will fix the the problem.
