You'll need to share the Windows disks or folders that you want to
access from Linux, then use smbclient or smbmount on the Linux machine
to mount and access them.  Look at the man pages for smbclient and
smbmount.

Well, you can't exactly do that.  But if the program on Windows which
you want to use with postgresql can use a SQL server on a network port,
you can set it up to connect to your Linux machine's running postgresql.
If you just want to *control* it from Windows, look into running sshd on
your Linux machine and PuTTY (an SSH client) on the Windows machine.  At
a pinch you could use tewlnet, but the telnet service is insecure and
the Windows telnet client sucks 18-wheelers through a drinking straw
anyway.
