I once had this problem, but mine was related to this registry key:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\System -
ExcludeProfileDirs
This key was set  to %USERPROFILE$%\Application Data\Microsoft\Outlook.
And this policy is introduced with Office2k... *arg*

After deleting this key all my problems went away...
