[Samba] installing printerdriver without being admin under NT

I think the trick is that on NT the user has to be a local administrator
for that machine (not the domain). On NT a common user can not install a
print driver (no matter where it's being installed from), this requires
admin privileges - I believe there is a local printer admin too, if you
don't want to give users full admin access to their machine. 
If the driver is installed, then the user can - of course - map to that
printer.
