[Samba] users can't set smbpasswd, root can

Maybe, but on my system this gives:

jht at frodo:~> smbpasswd -r frodo -U jht
Old SMB password:
New SMB password:
Retype new SMB password:
machine frodo rejected the password change: Error was : RAP86: The
specified password is invalid.
Failed to change password for jht
