[Samba] Stopping Net Access without proper login.

if you mean don't allow access to the samba shares
then 
map to guest = never  
will do what you want
but it's the default anyway.

If you mean don't allow any access to the network at all
samba can't do that (how would samba know if a users opens share on some
other computer) - you'd have to limit things on the client for this type
of behavior.
