[Samba] random print job files stay in /var/spool/samba

I've found that for some reason random print jobs are staying in
/var/spool/samba.  All of the clients are running windows 2000, and
there are roughly 300 print jobs each day.  Only one or two jobs
stays in the directory, and nothing shows up in the print spooler on
the windows box.  Here is my print command:

print command = /usr/bin/lpr.cups -P %p -oraw /var/spool/samba/%s -r

What is strange is that it works fine for 99% of the print jobs. 
Anyone seen this before?
