[Samba] WINS configuration problem

first just to clarify..your samba server called "GATEWAY" is also your
(ipsec?) vpn server that you are trying to access?
In your smb.conf below you have specified your 192.168.0.1 interface as
the only one to listen on. Maybe adding something like ppp+ will help,
but you still might find samba problematic on temporary interfaces. We
solved this by using a separate pc for a router/gateway/firewall.
