[Samba] vt_mode.c

Hi, SAMBA-Maintainers,

the file include/vt_mode.h can safely be removed from the SAMBA-Distribution as it is not
needed anymore. It was used back in the 1.9.x - times for vt_mode, a terminal-session via NetBIOS.

Support for this was cancelled long ago by Andrew Tridgell as obviously nobody (including me)
really needed it anymore.
